All local groups, organisations and members of the public are invited to offer their comments on East Renfrewshire Council’s Proposed Local Development Plan during a consultation period, which will run from 6 February to 1 May.
The Proposed Plan was approved for consultation by the council on 12 December 2012.
Once Adopted the Local Development Plan will replace the current East Renfrewshire Adopted Local Plan published in 2011. This Proposed Plan represents an important stage in the process. The Local Development Plan will be refreshed every five years to ensure it remains able to respond to changes.
The Proposed Plan is an important step in creating a new planning strategy for the future of the area. The aim is to provide a proactive approach to managing development.
Preparation for the plan started in 2010 and the council began several rounds of public consultation to help develop it.
It is vital that everyone who has an interest in the future of East Renfrewshire is involved in preparing the Local Development Plan.
The Proposed Plan identifies where new developments, including new housing and economic development, will take place in the years ahead.
The aim is to have the right development in the right place and to safeguard the countryside and protect communities from unplanned development.
But the Proposed Plan is about more than just growth and housing delivery. It is also a vehicle to help achieve environmental, social and economic benefits as well as making East Renfrewshire attractive, sustainable and successful.
The Proposed Plan has four key themes including benefits and outcomes such as:
Environment - The Plan aims to address the impact of climate change, reduce the need to travel, provide public transport improvements and improved connectivity across East Renfrewshire. It will also safeguard the most environmentally important and sensitive areas of green belt and countryside and provide a high quality green network.
The Plan will optimise the use of vacant and brownfield land and bring contaminated/derelict land back into use.
In addition it will retain a focus on the regeneration of urban areas.
Economy - The Plan aims to diversify and grow the local economy and improve inward investment.
It will also boost job opportunities and access to local employment and to deliver sustainable economic growth.
Social - The Plan aims to increase housing choice and provide more affordable housing and particular needs housing eg for older people.
In addition developing sustainable communities and helping to meet future education needs are key components of the Plan. The Plan will provide new community/leisure and educational facilities and support and promote healthier lifestyles.
Delivery – The Plan aims to provide a generous flexible housing land supply and ensure growth is appropriately supported by all types of infrastructure. Also to recognise viability and upfront development costs.
The Proposed Plan is supported by a proposals map and a series of other technical documents including:
• action programme;
• strategic environmental assessment;
• monitoring statement;
• site evaluation assessment;
• publicity strategy;
• equalities and human rights impact assessment; and
• a series of supplementary planning guidance.
The consultation seeks comments from all groups, organisations and members of the public. Copies of the Proposed Local Development Plan and accompanying documents can be viewed online at www.eastrenfrewshire.gov.uk/local-development-plan
The documents are also available at the Council offices and all the local libraries.
